The Military and Veterans Resource Center/Veterans Affairs Office at the 海角社区 acts as a liaison with the Department of Veterans Affairs Education Office in Muskogee, Oklahoma. We are committed to providing direct assistance to veterans and the dependents of veterans with the application and certification process, to receive education benefits from the Department of Veterans Affairs. While our primary goal is the initiation and assured continuation of education benefits, we are available to provide supportive services to veterans, dependents, National Guard, reservists, and active duty enrolled at UNF. Any questions regarding eligibility should be directed to the VA Regional Processing Office at 1-888-GI-BILL-1.
The Military and Veterans Resource Center Office is not a part of the Department of Veterans Affairs. The VA Office's responsibility is to interpret, explain, and administer VA regulations as they apply to you at UNF.

New Student Checklist
If you wish to use VA Education Benefits while enrolled at UNF, follow these steps below:

2. Apply for VA Education Benefits on the . Eligible students will receive a Certificate of Eligibility (COE) from the VA directly. |
3. Once admitted, complete a Request for Veterans Benefits (RFB) Online Form. This form can be found in by clicking on the Student link, then clicking the Banner Self Service tile, and the RFB will be found under the forms section. |
4. Submit a copy of your COE and Certificate of Release or Discharge from Active Duty (Form DD-214/member copy 4) to the MVRC via Request for Veterans Benefits form. Please note: if you are changing to a new benefit after you have submitted your RFB, you will need to submit your COE via email. |
5. Ensure all requirements are met to qualify for Florida Residency for Tuition Purposes. Visit the 海角社区Residency page for more information regarding residency. -OR- Apply for the Congressman C.W. For veterans who served on active duty after June 30, 1985, those who remained eligible under the Vietnam Era G.I. Bill ® , and those who switched from VEAP before being involuntarily separated after February 2, 1991. For more information visit the .

Chapter 31 Veteran Readiness and Employment (VR&E)
For veterans with a service-connected disability. A service-connected disability rating as determined by the Veteran Readiness & Employment (VR&E) Service is required and determines eligibility for this benefit. For more information visit the .
To be evaluated for Chapter 31, you must apply for services with the local VR&E office by phone (904) 737-0665 or through the , and receive an appointment with a VR&E Counselor. The counselor will work with the veteran to determine eligibility.

- Spouse or child of a veteran who has been rated as permanently and totally disabled due to a service-related condition
- Surviving spouse or child of a veteran who died in the line of duty while a service member or
- Surviving spouse or child of a veteran who died while rated as totally and permanently disabled due to a service-related condition

Military Tuition Assistance (TA)
Military Tuition Assistance is a benefit paid to eligible members of the Army, Navy, Marines, Air Force and Coast Guard. Each service has its own criteria for eligibility, obligated service, application processes, and restrictions. This money is usually paid directly to the institution by the individual services.
Active duty service members who intend to use military Tuition Assistance (TA) should:
- Request a tuition assistance voucher from their respective branch of service, and
- Visit their Education Services Officer or Education Counselor.
Each branch handles tuition assistance differently. Some branches will send tuition assistance vouchers electronically while some require the student to submit a hard copy to their school. For more information, contact your military branch for details on your eligibility and the branch's process for submitting the tuition assistance forms.

Please Note: Students cannot use Post 9/11 and TA in excess of 100% of their tuition/fees, and the VA Educational Benefits will be adjusted accordingly.

VA Education Benefits and Course Delivery Methods
海角社区courses may be delivered in a variety of modalities, from a traditional classroom setting (also referred to as face-to-face) to a fully online format, with many combinations in-between. The choice of delivery method is the purview of the college and department administration in collaboration with the faculty.
Students using Post 9/11 G.I. Bill, the Fry Scholarship or Vocational Rehabilitation benefits must maintain at least one credit hour “in-residence” to avoid the reduced, online only rate for Monthly Housing Allowance (MHA).
Examples of in-residence campus modalities include but are not limited to: MC, PO, HYB.
The following are considered distance learning modalities and must be submitted to the VA as such: DL, OL, BF.

Definitions: Hybrid and Distance Learning

In a Fully Distance Learning course, 100% of the direct instruction of the course is delivered using some form of technology when the student and instructor are separated by time, space, or both. All special course components (exams, internships, practica, clinicals, labs, etc.) that cannot be completed online can be completed off-campus.
In a Primarily Distance Learning course, 80-99% of the direct instruction of the course is delivered using some form of technology when the student and instructor are separated by time, space, or both. There is a requirement for the student to attend campus or another explicit geographic location for a portion of the course.
In a Hybrid* course, 50-79% of the direct instruction of the course is delivered using some form of technology when the student and instructor are separated by time, space, or both. There is a requirement for the student to attend campus or another explicit geographic location for a portion of the course.
Blendflex is a variation of Distance Learning. In this emerging course delivery method, students select their attendance modality on a class to class basis. Students can choose to attend class sessions in the classroom or online, either synchronously or asynchronously. Classes in Blendflex mode provide students with the flexibility and convenience of attendance that best meets their needs during any given point within an academic term. Blendflex courses require extensive Telepresence and Learning Management System (LMS) support, and are categorized as Primarily Distance Learning and assessed the Distance Learning Fee.

Responsibilities of Veterans/Dependents Receiving VA Education Benefits
- If this is your first semester applying for benefits at UNF, you must complete the online 海角社区Request for Veteran Benefits and Statement of Responsibility. You must also be admitted to the university and have a Veterans Education Benefits application on file with the Department of Veterans Affairs.

- In order to receive benefits, courses must apply toward your program of study as shown on your degree evaluation. Your academic advisor will advise you as to your requirements.
- Understand the consequences of changing your enrollment after your courses have been certified for any given semester. The 海角社区VA Certifying Official tracks changes to student enrollment weekly, to ensure that you are receiving accurate benefits and/or to avoid a balance due to 海角社区or the Department of Veterans Affairs, notify the VA Certifying Official immediately of any changes to your schedule.

- If you receive Chap. 30 (MGIB), 1606 (MGIB Selected Reserve) or 33 (Post-9/11) you must verify your enrollment each month to ensure the continuation of your benefits.

If a change is necessary, your payment may be delayed. The VA Regional Processing Office will not process the payment until they have received a Notice of Change in Student Status from the University that reflects the information you have given them. Please contact the VA Certifying Official if you have changed anything prior to sending in or utilizing either the automated system or the internet. Failure to complete and submit monthly verification in a timely fashion may result in delayed checks and possible termination of educational benefits.

Correspondence
Utilization of VA Educational Benefits will generate a continuing stream of school and VA correspondence either by conventional mail or email. All correspondence is important and should be read carefully upon receipt. Any misunderstandings or discrepancies should be brought to the attention of the 海角社区VA Certifying Official immediately for clarification or correction when appropriate. We urge you to create and maintain a file for all VA and school correspondence. It is also recommended you keep a photocopy of each check received.
The documents you will receive include a Certificate of Eligibility, an award letter and changes in student status from the VA Certifying Official.
Enrollment certifications contain information about the classes you are taking. They are sent to the VA periodically. After processed, the VA Regional Processing Office will send you a letter verifying your enrollment. Look over this letter carefully. Verify personal data such as address, date of birth, social security number and name. Pay particular attention to the dates and hours reported. If any information is incorrect, please notify the 海角社区VA Certifying Official immediately.
Notices of Change in Student Status are usually sent to the Department of Veterans Affairs after an initial enrollment certification has been sent. These forms reflect a change in hours either as a result of dropping a class, being dropped from a class by the instructor, withdrawing from courses, or the beginning of a new semester. You should carefully review this form to verify name, social security number, and hours reported. If the information appears incorrect, please contact the VA Certifying Official so the information can be explained or corrected.
海角社区Request for Veteran Benefits and Statement of Responsibility
You must submit the online "Request for Veterans Benefits" form through myWings to request the processing of VA education benefits and acknowledge your VA education benefit responsibilities. Failure to complete this online form will prevent the 海角社区VA Certifying Officials from completing your benefits application and certification of enrollment. You may only complete this form once. Changes may be requested via the "Request to Change Veterans Benefits" form.
Accessing the online "Request for Veterans Benefits" form
- Login to your and click on Student Records.
- Select Student Self Service.
- Select Online Forms.
Scroll down to the Veterans Affairs section and you will be able to click on the hyperlink for "Request for Veterans Benefits," and/or complete a "Request to Change Veteran Benefits." The online "Request for Veterans Benefits" form will ask you for information regarding your veteran file number and benefits chapter so please be sure to have that information handy. In addition, you will be provided the option to upload documents such as your DD-214 or Certificate of Eligibility. Please be sure and read over the Statement of Responsibility and check the boxes acknowledging you understand your rights and responsibilities here at UNF.
- Click the box at the bottom of the screen to SUBMIT your request. You will receive an email confirmation when your request has been processed by a VA Certifying Official.
Information regarding the Statement of Responsibility
- The 海角社区VA Certifying Officials will automatically certify eligible coursework as associated with your elected degree.
- Any coursework you take must be required for your certificate or program, as eligible per the State Approving Agency.
- Any reductions or changes to your enrollment will be processed by the 海角社区VA Certifying Officials in a timely manner. Reductions may affect benefits retroactively to the beginning of the term unless mitigating circumstances exist.
- Changes to enrollment after certification may result in a balance due to the Department of Veterans Affairs or the 海角社区.
- VA tuition deferments for chapters other than the Post 9/11 G.I. Bill® must be requested prior to the first day of classes. Only deferments for the Post 9/11 G.I. Bill® are automatic. Failure to pay your balance in full by the due date will prevent you from receiving a deferment in the future.
- You will not be entitled to benefits if/when you fail to attend your classes regularly or enroll in a program not specifically approved by the Department of Veterans Affairs State Approving Agency.
- Submitting the online form affirms that the information provided is correct and true to the best of your knowledge.
Changes to your Record or Enrollment
All changes to your record or enrollment, after your initial application or certification has been submitted to the Veterans Affairs Regional Processing Office, should be reported to the 海角社区Military and Veterans Resource Center's Veterans Affairs Office and the Department of Veterans Affairs. In addition, you must fill out a Request to Change Veteran Benefits via your My Wings student portal. All changes must be documented simultaneously with the VA and UNF.
The most common changes include:
- Change of address
- Change in major
- Changes in credit hours
- Change in status of dependents
- Withdrawal from school
- Anticipated change in place of training
Change of Address
If your mailing address changes during your enrollment at UNF, you will need to change your address with the VA Regional Processing Office and the university. Changing your address with only one of these will not automatically change your address with the other. You can change your address of record with 海角社区through myWings.
Change of Major
If you decide to change your major you must adhere to 海角社区change of major policies and deadlines. After you have changed your major with your academic advisor and an updated Degree Evaluation is created, you must notify the 海角社区MVRC of the change. The VA Coordinator will update your records with the VA Regional Processing Office.
Change in Credit Hours
A change to your enrolled credit hours occurs when you add, drop, or withdraw from a course after your certification has been submitted to the VA Regional Processing Office. Some common actions that result in a change of credit hours include the following: you drop a class or are dropped from a class administratively, you late register for a class after the Add/Drop period, and/or you withdraw from a class.
Any changes in your schedule will potentially affect your monthly payments from the Department of Veterans Affairs and may result in an overpayment which would need to be repaid. You will be required to confirm understanding of this possible consequence before you will be permitted to withdraw from classes.
Change in Status of Dependents
Students utilizing Vietnam Era G.I. Bill® benefits and VR&E receive an additional allowance for each dependent. These veterans must report to the VA Regional Processing Office changes in the status of dependents to correctly adjust this allowance.
Changes can occur when:
- A dependent child reaches the age of 18. If the dependent child is still in high school or is enrolled in college, the veteran may continue to receive an allowance for that child. The veteran must complete and submit a 21-674 Form available through the Veterans Affairs Office via the .
- A child is born. If this happens, you will need to submit a certified true copy of the child's birth certificate to the VA Regional Processing Office, immediately.
- A divorce occurs. The veteran will need to submit a certified true copy of the divorce degree to the VA Regional Processing Office.
- A dependent dies. The veteran will need to submit a certified true copy of the death certificate to the VA Regional Processing Office.
- A veteran marries. You will need to submit a certified true copy of the marriage license to the VA Regional Processing Office.
Withdrawal from School
Should it become necessary for you to withdraw from all classes, you should contact the 海角社区MVRC before doing so. There are many concerns you should be aware of before withdrawing completely. If you are called to active duty please bring a copy of your orders to One-Stop Student Services to process a Military Withdrawal.
Change in Place of Training
If you change your place of training (i.e. transfer from one institution to another) it is necessary to update the VA by completing the application on the
FAILURE TO REPORT CHANGES constitutes fraud and is the primary cause for delays in the delivery of your educational checks and occurrences of overpayment. Periodic audits are conducted and changes in schedule are caught but it is ultimately student's responsibility to report these changes before incurring an overpayment or possibly an underpayment.
Information for students pursuing a certificate through the 海角社区Professional and Lifelong Learning
Students pursuing one of the 海角社区Professional and Lifelong Learning certificate programs will not have access to myWings. Instead, questions regarding utilizing VA Education Benefits for Continuing Education programs should be directed to the Professional and Lifelong Learning office by calling (904) 620-4200 or via e-mail. Disclosure of Social Security numbers
The State University System of Florida operated a system of records prior to January 1, 1975, pursuant to regulations of the Florida Board of Regents that required the use of Social Security numbers. Therefore each university may continue to require the disclosure of Social Security numbers by applicants and students under the Federal Privacy Act of 1974. This information was and currently is received from you for the purpose of identification and verification of student records including registration, financial aid, and academic records and of verification of your identity in connection with the provision of university services.

What documents do I need to submit each semester?
Once you have been approved to receive benefits and have completed a Request for Veterans Benefits in myWings, the Military and Veterans Resource Center will automatically access your class schedule and degree evaluation (program of study) each semester to verify that your coursework is required for your degree program to submit certification to Veterans Affairs. The auto-certification process will be completed each semester within 30 days after the end of Add/Drop.

How long will it take for my paperwork to be processed?
If your file is complete prior to the beginning of the term, the 海角社区Military and Veterans Resource Center (MVRC) will certify within 30 days after the end of Add/Drop. After the start of term, paperwork will be processed by the MVRC within 30 days of notification of benefits or the request for certification.
Once the MVRC completes your paperwork, it is sent to the Regional Processing Office (RPO). The RPO generally takes 4-6 weeks to complete processing. Processing time at the RPO varies depending on the time of year. To check on your file once it has been forwarded to the RPO, call (888) 442-4551 (1-888-GI-BILL-1).

When should I certify my enrollment? (Post 9/11, Chapter 33)
Beginning December 17, 2021, students using Post 9-11 (Chapter 33) benefits will be required to certify their enrollment at the end of each month to continue receiving payments. Visit the to learn more. -
When should I certify my enrollment? (Montgomery, Chapters: 30 and 1606)
You are required to certify your enrollment at the end of each month. You may do so via the or by calling (877) 823-2378. -
How can I get a deferment of my tuition and fees?
Only deferments for the Post 9/11 G.I. Bill® are automatic. Veteran Readiness and Employment students will receive a deferment when they notify Student Financial Services they are using benefits, and it is verified that a Tungsten authorization is on file.
If your enrollment has already been certified by the 海角社区VA Certifying Official, you may request a 60 day deferment by the payment deadline. Please note: you may only have one 60 day deferment per academic year.
Terms of the deferment agreement:
- The full amount of fees assessed, even fees for withdrawal, reinstatement, and late fees from that academic term must be paid 60 days from the University's payment deadline. The Military and Veterans Resource Center sends a list of approved deferrals to Student Financial Services by the payment deadline.
- Student agrees to make the deferred payment on time (by the 60th day) regardless of the payment status of his or her VA Benefits. Visit the Student Financial Services site to view the VA Deferment deadline for each term.
- Student agrees for 海角社区to take appropriate actions, as determined by the administrative policy in the event that he or she fails to pay all fees due by the appropriate date.
- Student agrees to pay any costs or related expenses incurred in the collection of these fees.

I am not a Florida resident for tuition purposes. Do I qualify for an out-of-state tuition waiver?
Active duty military, veterans using G.I. Bill® benefits and dependents using G.I. Bill® benefits may qualify for an out-of-state tuition waiver. I鈥檓 having problems with my benefits. What should I do?
Taking into account the date you submitted your application and certification request, as well as the end of Add/Drop for the term in question:
- Have you allowed for a reasonable amount of time (four to six weeks minimum in most cases) for the Regional Processing Office (RPO) to process your claim?
- Have you checked the status of your claim through (the Web Automated Verification of Enrollment)?
- Have you checked the status of your claim and the estimated enrollment certification processing time via the automated telephone information system at 1-888-GI-BILL-1?
- Did you make an electronic inquiry through the , providing all necessary identification?

What is the monthly rate for my education benefit?
Monthly rates vary depending upon which Education Benefit you receive. Veterans Affairs provides .
The monthly amount of your VA educational award may be prorated if necessary. For example, if the first term of your enrollment begins on the 15th of the month, the VA will divide your monthly rate by 30 (the number of days in a standard month). It is important for anyone receiving VA Education Benefits to be aware of hour requirements for each pay status, graduate or undergraduate. Undergraduate certification is described below.

A Special Note Concerning Split Sessions for Degree-Seeking Students

This means Veterans Affairs will accelerate pay status in proportion to the rate of the split sessions. A full-time course load will be different for students enrolled in the split sessions. For this reason, you should check with a VA Certifying Official to be sure of the actual rate of acceleration.

Must I maintain a certain GPA in order to keep my VA Education Benefits?
All students receiving VA Education Benefits must maintain certain standards of progress as detailed in the 海角社区 catalog. VA regulations allow students to attend school under a probationary status for two consecutive terms while they continue to receive educational benefits. However, benefits will be terminated following the second consecutive term of attendance under probationary status if the student's cumulative grade point average does not meet the university's published standards of progress.
Students using VA education benefits must meet with a School Certifying Official after reinstatement of a dismissal from unsatisfactory progress.

How do I drop/withdraw from a course? How does it affect my VA benefits?
You may drop a course through the first week of classes, which is known as "Add/Drop". After this point and through the withdrawal deadline, you will only be permitted to withdraw from classes. By dropping a course, it will not show on your transcript and you will not be fee liable. By withdrawing from a course, you will be assigned a grade of "W" and will remain fee liable.
You may Drop and/or Withdraw via myWings or in person at One-Stop Student Services. Please check your student account prior to any drop or withdrawal attempt for holds that may prevent registration actions. It is your responsibility to address holds in a timely manner; overrides of the posted deadlines will not be granted if you fail to resolve the hold prior to the deadline. Please visit the Academic Calendar for Drop and Withdraw deadlines.
If you drop a class, withdraw from all classes, or are dropped by the instructor before that date, you are assigned a non-punitive grade. Remember, this means your GPA will not be penalized. However, Veterans Affairs treats a non-punitive grade as if you never attended that class. If the drop or withdrawal changes your enrollment status or hours, Veterans Affairs will require repayment of any amount you have received for attendance in that class unless you have mitigating circumstances. If Veterans Affairs has already paid tuition/fees to UNF, the University will bill you for the portion the VA asks the school to return due to a withdrawal. If you feel you have a valid reason for dropping the class or withdrawing from a class, you can write to Veterans Affairs and ask that you be allowed to maintain your prevailing rate of pay up to the last date of attendance in the course(s). If you claim mitigating circumstances, Veterans Affairs will require in-depth statements and supporting documentation before allowing payment for a course from which you dropped, withdrew, or were dropped by the instructor. Mitigating circumstances Veterans Affairs may accept include:
- Illness or injury of the veteran
- Death, illness, or serious injury of a family member
- Relocation due to employment
- Work schedule conflict
- Hardships
If you have other reasons for dropping or withdrawing, you may also write to Veterans Affairs and provide them with the reasons.
If you withdraw from a course or withdraw from all courses after the last date to withdraw, you may be assigned a punitive grade. This grade will be calculated into your grade point average as an "F". Veterans Affairs will, in this case, allow payment at the prevailing rates of pay up to the last date of attendance as reported by the instructor. The new rate of pay will begin the day after the last date of attendance.

How do I request to NOT be certified for a semester or course?
If you do not want to be certified for a given semester or course, it is your responsibility to "Opt Out" and notify the Military and Veterans Resource Center (MVRC) by the last day of Add/Drop, which is the fifth day of classes, for the term in question. You may notify the MVRC by requesting and completing an Opt Out request form. The form can be picked up in Bldg. 2, Room 1100 or emailed to you. Please note that the form requires a handwritten signature. -
Can I take a course by independent study and receive payment for it?
Possibly. For VA purposes, such courses or subjects must be accredited and lead to a standard college degree or a certificate program at an Institution of Higher Learning and consist of a prescribed program of study with provision for interaction between the student and the faculty member. Specific approval of these courses by the state approving agency is required in order for VA benefits to be authorized. Supporting documents should be submitted to a School Certifying Official. -
Can I take a course at another institution and receive payment for it?
Students should follow the Concurrent Enrollment requirements for the University. In addition, G.I. Bill® recipients must pick up a VA Concurrent Enrollment form from the Military and Veterans Resource Center (MVRC). The form should be completed with your academic adviser and returned to the MVRC for final signature. -
How can I determine what classes I should take?
The 海角社区 catalog outlines all majors available at 海角社区and the required courses for graduation in each. All courses must be selected directly from the degree evaluation/program of study as it appears in the catalog in effect at the time of your enrollment into the university. You will be certified only for those courses required for your degree. For example, if you are enrolled in the Accounting program and register for Photography 101, you will not be paid for that course, as it is not required for graduation in the Accounting program.
You are required to meet with an Academic Advisor in your college to establish a Degree Evaluation specific to your program and transferred credits.

Can I take remedial or deficiency courses and still get paid for it?
Most VA education benefit programs allow students to take remedial or deficiency courses. Remedial courses can only be certified if there is a proven need for the course by a placement test or if the course is required as a prerequisite for another course in your major. -

What is military Tuition Assistance (TA)?
Military Tuition Assistance is a benefit paid to eligible members of the Army, Navy, Marines, Air Force, and Coast Guard. Each service has its own criteria for eligibility, obligated service, application processes, and restrictions. This money is usually paid directly to the institution by the individual services.
Active duty service members who intend to use military Tuition Assistance (TA) should contact their Educational Services Officer (ESO) or counselor before registration to confirm the availability of tuition assistance funds.
